对荷兰德来说,进化和学习似乎与游戏非常相似。他认为,在这两种情况中,都有一个作用者在与自己的环境对抗,为自己的继续发展争取足够的条件。在进化中,所获报酬就是生存,一个让作用者将基因遗传给下一代的机会。在学习中,所获是某种奖赏,比如食物、愉悦的感觉或情感的满足。在这两种情况下,所获(或所缺)都是给予作用者的一种反馈,以利于它们改进自我表现:如果作用者想获得使自己“适应”的能力,就不得不采取能够获得丰厚报酬的策略,放弃其它策略。

术发展的整个动力就像是一个黑匣子。直到十五年或二十年之前,大家在意识上仍然认为,技术只是随机地从天而降的,人类是根据天书的蓝图出现了生产钢铁、制造硅片、或产生其它任何这类东西的技术。这些技术由托马斯·爱迪森这样的聪明人发明出来。这些聪明人躺在浴盆里时灵感从天而至,所以就能在上天绘制的蓝图上加上一页。其实严格地说,技术根本就不属于经济学范畴。技术是外来的,被非经济的进程神奇地分娩出来的。最近,人们做了大量的研究,用模拟来证明技术是内在孕育而生的,这意味着,技术是由经济系统内部产生的。但这通常意味着技术是研究和发展投资的结果,几乎就像一件商品一样。虽然阿瑟认为这个观点包含了一定的真相,但他仍然不认为这是事情的本质。
